According to the report from the city’s traffic agency, this historical traffic congestion was set on November 15, 2013. It was recorded that the length of the congestion was 309 kilometers or about 192 mi and reached 562 kilometers during the evening rush hour. The following picture is showing how traffic jam still happen in the city while road space rationing by the last digit of the plate number every weekday had been implemented since 1997. This happened because of the increasing of vehicles is growing up since 2003 at rate of 7.5% per year with almost 1000 new cars bought everyday in the city and also lacking capacity of public transport. In order to solve this problem, the road space rationing program was expanded to also restrict trucks and light commercial vehicles since June 2008.
